Is jack plate hydraulic? I’m thinking prop. Have you tried a 4 blade like a TRO-4 or a Fury 4. If foam was waterlogged I think it would drip constantly. What rpm when adding a passenger?

I like the FXP or TXP and 23 pitch is a max for the150 in my opinion. 10” or 12” jack plate set at 2.75-3” prop to pad may get you there. You need plenty of bow lift for best speed performance
