The "Trophy" is the problem here more than any pitch question. Simply put- you can't purge the can and remove the water that's blocking the exhaust.
Try a 24 pitch Tempest Plus or POSSIBLY a 24P...

Have also seen poor grounds on the electrical plate (where it bolts to block, or where grounds connect to it) causing this type of problem.

You cannot test an FDV by "blowing through it". It's a DEMAND valve, so the way you test it is to place a DEMAND on the outlet side (providing low pressure or suction).

Run it FULL DOWN (verify clearance, may have to do on the water) and hold the trim DOWN for 4 seconds (stalling the trim motor DOWN). This will ADAPT the full down position.

Yes, it "could" be, but your readings are really not conclusive using that type of gauge.
The ONLY reason you would need one would be to translate Digital Trim or Digital Fuel signals (where you had installed a digital trim sender, or a Fuel/Oil harness).
Perhaps a bearing had already failed, OR some debris ended up in a bearing, or between spacer and shims, resulting in too much preload on bearings.
