And, no, the BBC rules do not specifically state that you can't cull a dead fish but that's the standard practice for our NoAl tournaments. Unfortunately, the Alabama law is pretty vague, too, unless you have a law degree but here it is:
220-2-.13 Reasonable Effort Must Be Made to Retrieve Crippled Birds, Animals and Fish
It shall be illegal for any person, firm, or corporation to kill or cripple any species of game bird, game animal or game fish without making a reasonable effort to retrieve same and include it in his daily bag or creel limit. (Emphasis mine)
I'm also thinking that I've read somewhere that the "wanton waste of a game fish" is a violation of Alabama fish and game laws as well.

Here is my take on the emphasis you have made. Yes a dead fish should be included in your daily bag or creel limit, However the daily black bass limit is 10 per person. Does that mean it is included in the tournament limit? I am not suggesting it does or doesnt. I just think it should be spelled out in the rules somewhere. I think it's pretty much spelled out already. Rule # 1 states you can only have a maximum of five fish at any one time. Once you catch the sixth fish, you have to cull to get back to five fish before you can resume fishing.
