The first part is not always true. The call may go to the cell tower with the best/strongest signal which may not be the closest.

All I can say, is when I made a 911 call back in 2002 on my old non-gps cell phone, it went to the dispatcher in the area I was, and I was in northern PA, not my home area of Hampton Roads VA.
I made the call to report a very drunk driver (bad enough he was blocking traffic across a 5 lane highway) who, when the cops stopped him, they said they could smell the alcohol 10' behind the vehicle.
But these days, there is no reason for it to go to the area you are from instead of the area you are in.
