In IL, anybody can drink on the boat except the driver. Conservation will give the driver a drunk test and if he's over the limit, its a DUI. Same as if you were driving a car.
Been alot of times you stayed on the island at Golconda cause there wasn't anyone sober enough to get back to the ramp. The marina there is no place to take a chance on a hot weekend!
