Preventing motor tilting over

My motor (1998 Evinrude 130) keeps tilting over to the right anytime I take the boat out of the water or even if washing it at home on somewhat level ground. Of course the transom saver keeps it in right place, but when coming out from ramp and such without saver on yet it just simply tilts all the way over. Nothing major I know, but just aggrivating. Is there something I can tighten up some to keep it from being so easy to turn or just leave it alone?

Bungee on the steering wheel works for me..
