I am installing a hotfoot in my boat as well, so I will also have this same problem. My guess is the easiest solution is to get someone to help you with the fogging process. One works the hotfoot and one adds the fogging oil.
Or you could cut a board or something to hold against the hotfoot to maintain a high RPM idle.

For your E-TEC (and E-TEC's only) just "floor" the throttle instead of raising the fast idle lever.
WHat he said floor it in neutral start the enging and the four leds should start bleaking.
