I'd replace both valves -- check out the website below....... my old valve was doing the same as yours; replaced it in less than 15-minutes ....see below...... you can order directly from them..

Thanks for the reply. I guess I should have been more exact.
I recently bought the boat. I have it on the trailer. I filled them both with water and closed the valves. Water dribbled from both steadily.

do what JOE said if you are having a leak on the trailer then it is also leaking in so new open/close valves are needed.

Sometimes backflushing the drains (taking out filters and spraying a hose backwards from the outside in while working the valve levers) or taking apart and cleaning the valves is all that's needed. I've found fish scales and fishing line stuck in my valves.

Try flushing as mentioned, they get crud on them and they don't seal properly. Ihad to do this many times! http://www.bassboatcentral.com/boardstuff2/beers.gif
