I'm sure it can. I personally installed SeaStar Pro on my old boat ... a '94 Ranger.
I'm not 100% sure but I think you need this system. The complete system is about $1500 but well worth it. I had a ZX185 with cables and unless I was spot on with trim and speed I would take a hard right turn if my grip on the wheel slipped just a little. My new ZX200 came with the seastar system installed and I love it. Steering is a little tight but it goes where you point it hands off. You can be running straight out or diving into a tight turn. If you let go of the wheel the boat stays right on track. I'll never own a boat without it.

pit stop marine sell the ultraflex system, it's $$$ cheaper than the teleflex system. Worked for me

get the sea star adn you wont be sorry. watch the tilt ones though, all the ones i have seen start to squeek a bit with age. No problems just anoying.
Also make sure you have enough motor clearance, the fittings for the hoses on the stearing when trimed up will hit and break off unless you are lifted high enough or out far enough with the motor.
wen through this on my zx200. But it gave me a good reason to buy a new jack plate :) theres a little sun shine in everything.
