I have a friend that was having the same problem. He found that his throttle was out of adjustment and was not really reaching WOT. Had to adjust the hotfoot stop.

I assume that you have a 175 but the numbers sound like my 150 which is just about where they should be. The 23m is what I run un my 150 VMAX. The 25m is too much prop for a 150. But you will never get more than 61 from a 150.

i have a 05 and ill tell you my set up i think 2.5 below the pad is to low. best ive done so far is 68.7 loaded to the gills
Mine: 05 tzx 190 w/175 HPDI
1.25" below pad

The reason i can run it that high and not lose water pressure is because i took the water intake screens out and put JB Weld over the top square on both sides and yes it still gets plenty of water. but what it was doing is it would get air bubbles in the top of the intakes cause they were trying to surface. after that i get 20 psi but cant go any higher with the stock LU but that was my sweet spot. sont be scared to put that motor up high on those skeeters.

I would have Mark loosen that 25P Tempest to a 24 1/2 or so and raise the motor to 2" below the pad. Do this, get your rpm'S UP near 6K and I think you could see 63 ish. Not many of the Post-97' Skeeters 18' ers will run 65MPH with a 150HP, with a 175 just a few. The 97' and earlier PRO-V was a hotter motor than todays V-Max and the boat is heavier now too. I had a 25M on a 150 Vmax on my 18 ft Stratos and was able to hit WOT and 63 MPH with a light load.
I had 2 WP issues with my 250 (loose intake screen and clogged poppit), both times my dealer insisted my jackplate was too high and lowered it http://www.bassboatcentral.com/smileys/mad.gif . I have come to the conclusion they dont know squat about setting up a bass boat and raised it back to where I had it. Needle is trying break out of the gauge I got so much pressure. Could go higher but am happy with where i got it set.

check filters to be sure of gas flow,,, check throttle adjustment,,, that combo at anywhere near 2.5 inchs below pad should easily reach 65 --then fine tune to max.
my o4 is at 2.5 inchs below pad w/25m prop will run consistant 67 with just me, tackle and gas. probably wont turn much over 5400 rpms--- if it still wont reach the desired numbers take it back to the dealer cause something is wrong.

Well I took the cover off of the carbs today and appears that the stop on the hotfot was not allowing full throtle so I adjusted the stop and might get to try it out this weekend.
