1995 200zx rod locker tubes???`

I just bought my first bass boat, a 95 200zx. I want to put some kind of rod storage system in because it's a pain without one. Any ideas on how??? I bought some very thin wall pvc(used for central vac systems) and was going to just stack 3 or 4 wide and 2 rows high for a total of 6 or a rod tubes. I figured I could silicone them together and use a clear duct tape to hold them even more and then silicone them to the floor of the locker so I could take them out later if need be. Let me know if there's a easier or better way to do something like this. Thanks guys for helping out.
