'92 Johnson holeshot problem

A friend of mine has a '92 Johnson 200 on a 20 foot Cajun bassboat. During holeshot the engine "flutters and has a very hard time getting on plane. IT does this half of the time, not all the time. His mechanic said one of the "powerpacks" or something like that are starting to go out. My friend thinks it is a fuel flow issue. Any thoughts guys? thanks
