I have a 70 HP 1992 Evinrude. I burn midgrade gas. Is this preferred over the lower octane fuel? Also,I add a can of Sea Foam often. Does this help the motor?

I would use regular fuel, add seafoam to fuel as you say and Decarb once or twice a year, depending on use. Then enjoy yourself.
Yes, anything but 87 is a waist and you may even be adding more carbon with the midgrade. Contrary to popular beleif, regular burns hotter than supreme.
And engine that is designed to run on 87 will perform no better and maybe slightly worse with supreme. It may however sound smoother do to the slower burn rate.
If it's suppose to have regular, burn regular.

I use bass boat saver on my frosted flakes.
Use the regular gas, and decarb once a year or every 100hours.
