Johnson 150 Tilt/Trim Troubleshooting

I have a pair of 99 Johnson Ocean Runners 150PXEE sitting on pallets in my garage. Finally got around to making a stand to look at them. I lifted one up on an engine hoist Hooked up the control cables and battery. Tried to use the power tilt/trim so I could mount to the stand. The trim motor runs but no movement. Hooked up to second motor and had the same problem. I believe these are fasttrac units. Both motors have the trailer lock engaged. Both units are back on pallets in the horizontal position. Will the tilt/trim units work laying down? I also tried to use the manual release screw on one unit. It wouldn’t budge. I have been spraying with WD40 the past 2 days and plan on using an impact hammer. I have not got either motor vertical yet to check the fluid levels. Any help or suggestions on troubleshooting would be appreciated. I find it hard to believe both units would have failed the same way.
