Okay it only took me three tries in the test area to post a picture, here's the picture of the red dial knob,

All I see is a red X, The red lever you are talking about is the manual lever for the fuel primer (choke), you turn it and a small amount of fuel is shot into the motor.

Naw. You do that by swapping to 90 HP spark plug wires.

Wrong again oh great Chinaman, that is merely a reversal of the wing ding to the hoodoo valve and the switching of the secret switch and then your ready to rock, silly boy.

Thanks Guys, I know I sound ignorant and as well I am about these motors. I'm going to order a service manual from Johnson just so I can learn what everything is.
Oh Ya, where do I get the 90mph spark plugs, :-)
