trim won't go up????? 1991 Fastrike

I was checking the fluid level, trimed the motor up engaged tilt bracket went to trim up to remove bracket no go makes strange sound motor runs fine in down position but not up could this be relay or solenoid my other motor would click only when the solenoid was bad this one sounds weird???? by the way it's a 1991 Johnson fastrike

If the trim motor runs in the up postion but doesn't move the outboard, then chances are it is low on fluid or has a slug of air in it. Try pulling the outboard up while someone pushed the up button and recheck the oil level.
