200 merc lightly moded, heavy tourn. load, livewells full, 3/4 tank of gas 2 people,4.5 in below pad 23p tempest 3 blade spins right at 6k, trim extenders, great holeshot, 62.7- 63.3 mph gps is this all she has, can over trim w big rooster tails speed drops,

Correct me if I'm wrong, but if he is having trouble getting that prop to bite at 4.5", then it would be worse at 3.5". The high rooster tail and the ability to over trim easily only gets worse when you raise the prop shaft.
I found that my 196 runs better at 4" than 3.5" with my 25P Tempest. I get more prop bite and bow lift that way. This is probably true because I need a little more cup in the prop.
I'd step it up to a 25 pitch if it were mine.
I had a 25 Tempest on my 93 201 with 200 EFI and was still throwing a rooster tail at about 4" below. I had a 6" plate and figured I needed an 8"
Fist things first. Is this a 2.5 or 3.0 200?
If it's a 93, it's going to be a 2.5
If it's a 2.5 he's not too far off and probably either needs a new prop with better bite or get the current one worked. That will allow him to raise the motor & maintain similar rpms and reduce slip a few %. Get him in the 65-66 mph range. At about 14% slip the boats not too far off, just has a little bit low engine height to attain that slip percentage. With some extra cup the motor can get raised and rpm's will be about the same with less drag and better efficiency the boat will pick up a couple mph. http://www.bassboatcentral.com/smileys/thumbsup2.gif
If the prop was total trash you may need to pitch up 1". Problem is though the 24" tempest has as bad a reputation as the 26" Hopefully that 23" is workable. http://www.bassboatcentral.com/boardstuff2/beers.gif
If it was my boat, I'd try and lighten my "heavy tournament load" as much as I could, and try and find a 24 tempest, a 25 tempest, and a yamaha 25M and go do some testing. With all the storage in the front of champs, extra weight really kills the speed and MPG. You may find yourself able to function just fine with a lot less crap in the lockers come tourny day-
I was able to turn the 25 Tempest just to 6K. All the PVS holes were open. I suffered about a second on the hole shot with just me in the boat, and a little more with a passenger. My prop had bee reworked by Steve Glenn, now Steve's Custom Props at Lake Fork. My boat would run about 67 at 5800

I think that is the BIG key right there. The nose moment of the 201 is so long, that a little weight goes a long way. I had the front storage full and had the factory deck insert which was fairly heavy and had it full of stuff. That was one of the reasons I considered the 8" plate. HAVE TRIED A 25 TEMPEST W A 10 IN JP JUST DIDNT SPIN IT GOOD ONLY ABOUT 55-5600 AGAIN BIG ROOSTER TAIL W MOTOR UP HIGH, DO THEY MAKE A 24M, GOING TO PLAY W JP THIS WEEKEND, TAKE SOME JUNK OUT OF IT, PROBABLY NEED TO GO BACK TO A 24V TM AND ONE LESS BATT, NEVER TRIED A YAMAHA PROP ON IT
your motor may be sick ... my 93 200 EFI didn't have any problems spinning a 25 Tempest and I'm a 1000' ft + higher than you are.
