may be low of fluid or have air in the system , to off the helm and bleed it just to be sure
not sure about "when on water" when up and running ....you will have "a stiff feeling " depending on motor height.... the higher the motor with trim or up with the jack plate the less stiff the wheel will feel. hope this helps
