It's got an overgrown snap ring keeping it on the mount. You can go in and replace the shear pin. If it's the roll pin on the handle, that's easy enough to replace. Use a punch to get any old piece still stuck in the hole. If it's on the jack screw, you have to disassemble the jack. If you flip the jack upside down, there is a nut on the bottom to start with. I don't recall what holds the crank in, but you should eventually get it all apart. You can get a roll pin at Lowe's or your local hardware store. While you have it apart, hit any rust with a wire brush and then grease the threads with some bearing grease.

Reggie has it right (of course)....the snap ring requires a special pliers to remove and replace (little ends that fit in the snap ring holes). When I had to replace my jack, my local gas station/repair loaned me a set to take home to get the job done. Be aware that there is a significant amount of energy stored in the snap ring and could actually injure you or an innocent bystander if it gets loose. I know, because I was playing with it at the gas station, it got away from me and one of the guys made sure I understood what I was doing!

And you ain't kidding about the fishing here in PA. It may be the worst spring I have witnessed in my 20+ years of fishing. I got my Champ in October and havn't been able to land too many fish since. Very sporadic catches, and none with any size. I got one decent smallmouth back in early May. The other "few" I have gotten have been about 1 lb or less ??? I've tried downsizing with lures and all I get is pickeral - slimy toothly SOB's.
We'll keep pluggin'
