Anyone who can legally own a firearm can ship one (to an FFL), FFL is required only on the receiving end. Some FFL's will require it be sent by an FFL, but that is not the law.

http://www.gunrunnerauctions.com/ They run a monthly auction format around the first week of each month. they have some amazing, rare guns, as well as many that are very usable. All their info about buying, getting, or selling is on there. Scott is quite knowledgeable about all kinds of guns. And I am fortunate enough to live close enough to run up and view the items in person - but not fortunate enough to have the $$$ to win any auctions. http://www.bassboatcentral.com/smileys/ohwell.gif

True, however shipping from an FFL is cheaper if you're sending a handgun. FFL holders can send and receive handguns via ground while a normal person has to pay for next day air.
It's often cheaper to pay a FFL holder to transfer the gun than it is to ship it next day air yourself.
