F50 lower unit problem

I've got an old 1996 model F50 Yamaha that is having trouble going into reverse. when I try to shift it, it just grinds, like the shift dog isn't pushing against the reverse gear. i've adjusted the linkage, but it didn't make a difference. It will shift into reverse out of the water, but not in the water.
