Clean out the tubes as best you can, a 12ga shotgun cleaning brush and rod mounted in a drill motor will help. Spraying engine degreaser in the tubes will help. It's very important to get them clean as different greases do not mix. Once very clean, use waterproof grease or an oil if you wish. Do not use WD40, it is a water displacer, not an oil.

I just bought a cable buddy system that touts that it contains best lubricant for sterring cables. Once i installed it the oil smells and looks like plain old gear lube to me. Havent had the boat out since the install so dont really know how well it works.
