I had a similar problem last year where my starter would click but wouldn't start my motor. It turned out in my case that the negative battery cable was broken just as it left the motor and was causing a bad connection.
A local dealer wanted to charge me over $900cdn for a $250us starter at which point i took my boat and business elsewhere! Another guy found my problem after 10 minutes work and was able to fix it there and then for me.
This may not be the same issue but my problem was electrical. Apparently those starters are very good and rarely fail.
You may want to try running a pair of jumper cables from the battery to the starter to prove if it's a cable issue.

If the solenoid won't turn the motor over and it engages the fly wheel it sounds like your not getting enough juice from a battery, starter is bad , or motor is locked up. Can you turn the motor over manually with the flywheel ?

It acts like its not getting enuf juice; BUT i tried 5 different batteries including jumping from car, trollers, etc.
Last time I took it out, I could tell it labored just a slight bit to start but thought nothing of it.
I'm convinced the batts are good and just tested them again...
Its not locked up either... I can turn it pretty easily..

You can always pull the starter off and have it tested somewhere. It's not too hard to do a few screws and a plastic cover if i recall. Most starter/altanator shops can test these easily for you.
Does the starter spin freely when it's not bolted to the motor...
I doubt it's a battery problem if you've tried a few batteries...
My previous suggestion would rule out the wiring from the boat to the starter.. the next step would be to rule out the starter itself.
My symtoms last year were that the starter would click but wouldn't turn over... but if the trim was just in the right spot the broken wire would make just enough contact and it would work fine... as soon as i used the trim it would break the wire and the motor would die.

Pull the plugs, and see if the starter will spin the motor with no compression. that will help you find out if there is a problem in the motor, or if it is a starter or electrical problem. You can try running jumper cables directly to the starter.
