Lower unit leaking fluids-1997 200 ProV

I just noticed some fluids leaking from the upper lower unit area. I will try to explain where they are. Where the upper part of the lower unit meeting the top end, there are metal plates (gray) that blend in to the top end (motor). There are two plates that goe all the way around. The back one has two bolts accessable from the back and the front plate bolts are accessed by removing the back plate. The front plate when removed is shaped as a U.

I noticed a browish color liquid running from behind this plate down the lower unit collecting by the water pump. The boat is new to me and I have not had it in the water. Has anyone had this problem. I have tried to explain it as best as possible. Thanks,

Smell it and feel it, does it smell like fuel or oil? Also, does it do this all the time, or only when the engine is tilted up like when you are towing?
