1985 Mercury 150, XR2 idle problems

I have tried to remove my idle stabilizer from my engine and it will not run with out it. I have done the sync and link several times and I am having problems with higher than normal idle. I rebuilt the engine over the winter and I followed the manual to the (T) and rebuilt it for myself so I did it all. Has anyone run into this problem

did you take off the blk/white jumper from the switchpacks?
you must leave the jumper on , just remove the wire from the idle/stab box.. then set timing to 11 after tdc on the pickup arm
