Thanks. That's a DOWNDRAFT, single-butterfly induction system.
On this system, when the throttle is held at the WOT position (against the stop screw on the crankcase)- there should be approximately 1/16" further travel available at the throttle plate (before it hits it's mechanical stop at the throttle plate).
This setting is critical, as you do NOT want to be utilizing the mechanical stop on the throttle plate to limit throttle movement (it can actually wear the throttle plate excessively, and has been known to cause TPS faults/problems). http://www.bassboatcentral.com/smileys/wink.gif

If I move the butteryfly by hand and move it to the fully open position there is at least 1/16'' between the screw and the stop. What is limiting the butterfly is the throttle stop. My guess is the throttle stop needs a turn or 2 in to allow full travel. Can I adjust the max throttle stop?

As stated above, the max throttle stop (this is the one attached to an ear on the crankcase, that limits the large BLACK arm on the side of the engine at WIDE OPEN THROTTLE) is the limiting device.
It's supposed to be adjusted to PREVENT the throttle plate from reaching it's mechanical stop (approximately 1/16" from it's mechanical stop).
