1994 Mariner 9.9

I was wondering what steps I need to take to kit my motor to 15 hp? Is it a simple carb kit or do I need to purchase the whole 15hp carb for this motor?

I've never done this myself... but my understanding is that you must replace the entire Carb assembly, AND the exhaust plate/tuner.
