I guess you'd need to consider a few things. First, what is she is wanting to photograph and what does she want to do with the pictures? Second, is she a serious photographer or just somebody who likes to take pictures? What other lenses does she have now?
A 600mm Canon lens will run you $7-9000, so you can't expect very good image quality from the Opteka. It isn't autofocus, and it is a slow lens, so the camera's metering may not work well. It is only useful if you mount it on a tripod, and take pictures of things that aren't moving. You probably won't get anything you want to hang on the wall.
A teleconverter, which goes between the camera and lens to give 1.4 or 2 times the lens length might be of more use to her. That can be had for less than $200, although it has disadvantages too.
What she is using it for is Still shots of wildlife----hobby
