Your idle water pressure is within spec, but you are actually at the BARE MINIMUM water pressure at WOT.
Your engine height MAY be too high... or you may need to plug 2 or three of the upper "side water inlets" (see post pinned at the top of the forum).
Aside from that... start with a fresh water pump, and thermostat inspection (replace as needed). Check BOTH thermostats- you CAN get a port overheat from an issue with the Starboard thermostat. http://www.bassboatcentral.com/smileys/wink.gif
