out of ideas need help?!

Ok, i just had my 1989 2.4 200 rebuilt, added a new brucato, engine has 120 lbs comp. each cylinder, the problem is it still will not come out of the hole, when it does it runs great, good power and top end, but for the life of me and my mechanic we dont know, it is on a 1993 astro 20 dcx, it had a 25 p prop, changed to a 23p tempest, just put on a 22p 4 blade, it will eventually come up with the 4 blade but when i put water in livewells forget it it wont even think about planing out, engine seems fine Please help???????? what are we missing

Did you have any port work done to this motor when you rebuilt what was on the boat before

prior work was port and polish, heads milled, exhaust ports drilled, exhaust can removed, boyseen reeds , engine been on boat since new this is 2nd rebuild

Just a thought, put the old ECU on and see what happens.

Make SURE timing is fully advancing ... Does your engine still have timing moduals?
