i didn't either at first but after looking over the installation ,im guessing you just adjust the two clamps so that the rubber creates friction on the shafts so it can't turn as easily??Pretty simple but im guessing it would damper the movement as long as you didnt have it too tight http://www.bassboatcentral.com/smileys/Laugh.gif

I like mine, my lower shaft and unit spins FREELY, and it would kick and cause me to have to readjust every time. I put one on, after adjusting a little, it doesn't bind or fight me to turn it, but it doesn't kick to the side causing me to have to readjust anymore. http://xs-s.com/zf/images/smile/emthup.gif
