You should apply one coat of a 2 part epoxy for the primer then two coats of a 2 part urethane. Be sure to get the proper tip and air cap. Wicked stuff to work around but will last the longest. If you are spending that much money, spray the trailer and be proud of it.
When you have it blasted it needs to be primed right away or humidity will start the rust again. Ask the blaster what they would charge to apply the finish coat.

I hit my rusted trailer with a wire brush and sanding pad on the flat areas. Gave it two coats with rust reformer spray paint and let it dry for a day. Its amazing to watch it turn the rust into a smooth surface. I then used a roller and brush to apply 3 coats of rustoleum truck bed coating. Turned out really well, and I can take my key to it and it wont cut. http://xs-s.com/zf/images/smile/emthup.gif
