take it to a local welder and have them weld a piece on that will make the boat buckle connect better. Should be inexpensive since it will take about 5 minutes for a good welder.

I have the exact same setup on my BCB trailer and I used the adapter piece that you have to buy separate. I cranked down on the bolts so they don't move at all. Try it again and see if you can tighten the chit out of it so it don't move. When I go to crank on the strap with the Boat buckle it looks like the stap is going to snap.
