I had this happen one time on my old JohnnyRude. Seems like it was a stuck relay.

don't rule out a shorted switch. The bow switch in a bass boat is a very common culprit.

+1--had it happen to me once.
Also had some water get into the switch on the shifter handle, and short that, also. Made the trim stick, too. http://www.bassboatcentral.com/smileys/wink.gif
