New boat info

I am looking at new and used aluminum boats. I found a few new that are 2008 and 2009 but have never been titled. If I buy a boat that is 2 years old, how does this effect the value if the boat is totaled? My insurance agent said all of his boat policy's are replacement cost. So if I buy a 2008, they will replace it w/a 2008 or cash value, and my purchase price means nothing. Should the dealer discount these more because they are 1 or 2 years old? I don't want to buy a new (2008 model) just to have the value TANK because it is a 2008, and the dealer sells it as new.

1 more question. I have seen 2 used boats where the current owner advertises low hours on the meter. How easy is it to bypass (disconnect) these to show low hours for resale purposes? Should I go by the meter?

I assume by the lack of answers my assumption was correct in that I would get hammered if I buy a boat that does not have the current year on the title or bill of sale. My insurance company confirmed this. What I payed for it would mean nothing, NADA or ???? would decide the value in case of a disaster (sinking, disconnected from vehicle etc).
