Bobby, you ask a very tough question. There are many decent boat and motor combinations out there these days. Trying to pick one over another is not an easy thing to do. The best thing you can do is spend time looking, asking questions and try to test out as many boats as possible. What might be the ideal boat for someone else, may not be exactly what you are looking for and vice versa.
If you have your heart set on a Ranger, you should be fine. They are a popular and well made boat.
In my opinion, a 19" boat with a 200 is not a 'starter' boat, but it's your money...get what you want.
Take your time! Don't jump at the first boat that catches your eye. Be patient and search the internet to get an idea of the price ranges for different model year boats.
I would recommend getting an older boat/motor so you don't have to panic over every scratch or nic from a bullet weight. You'll need to practice pulling up to docks, loading/unloading - I would much rather learn these things with an older $5-10K boat rather than a $20-30K boat. Beat the heck out of the cheap one, then step up to a nice new shiny rig for your next boat. My .02.

My first fiberglass boat is a 19 1/2' Procraft F/S with a 200 on the back. I do agree with getting an older boat as a first fast boat but also think it has a lot to do with the person. Mine is a 1997 that was flawless when i purchased it just over 10K. I see some real winners with high dollar boats at the ramp doing some crazy things....now i am no expert and since owning mine now for just over 8 months have learned so much.....I say buy what you want and learning from web sites like this and experence goes a long way. My advice would be take your time and be safe and it doesn't matter how big you go for your first boat
