I am trying to diagnose my VRO and am going through the vacuum test procedure. The problem is, my test is not consistant. It will hold 15psi, and then I block the fuel output and pull the vacuum tube off the pulse fitting. Sometimes this will make it click, and the next time I try it, it won't click until I unblock the fuel output. What gives, is it bad or not?
Also, what is the mechanical difference between the blue and black pulse limiters?
Your E=bay kit should have come with a new pulse limiter too. (Blue). My e-bay kit was a used rebuilt pump that is not working out so well right now. It did come with the blue pulse limiter though, which I installed. I can't get the thing to work over 3,800 rpms. It will barely get my boat on plane and then will surge if a try to get any more rpms. Pumping the bulb remedies the problem. I don't have any fuel leaks, and I have vacuum tested all the lines and everything is good. All the right snap clamps and tie straps are tight. Compression is good on the bottom pulse cylinder. Just trying to test the pump correctly and cant get consistent results. The only lines that have not been replaced are the primer hoses.

the vacuum and pressure checks are only to see if there is leakage in the seals or diaphragms. The true test is the pressure output, oil flow, and priming, along with the alarm testing.
You also have to check the vacuum and for air bubbles in the boat's fuel system. All that is explained in the later service manuals.
