To me something ain't quite right on that thing. About the only thing goes as far a jetting goes relates to #2 an you only go up 2 from a 67 to a 69 p/n 327558. But that shouldn't apply to your motor. Take off the Airbox and crank in the low speed jets to the bottom, don't sock them down and do only one at a time. Just so they touch the carb base, then come out 3 full turns on each jet and try it. You may need to tweak it 1/16th either way. But the plugs should look tan not white. That means your on the money as far as carbs go. Sounds like you have a sync n link problem, I still say you have a timer base problem. Did he check the magnets on the flywheel? Compression is good? magnets are tight, didn't quite understand the part about the 67 and 69. are those jet sizes? Are the plugs the only indication of a motor running lean or rich?
