Code 28 Shift Assist Circuit

I've got a 2002 Evinrude 175hp. Pulled the error codes from dash alarm lights (thanks Rude Power, way easy); only code was 28. Symptoms of problem: after running a bit, go to idle in gear, and after a minute (first time I got the alarm) to 5 minutes (second time alarm appeared), I get the Check Engine alarm. Restarting or giving throttle a little boost makes alarm go away. Otherwise, motor runs great.
I checked switch button; it seems free and is lubed. Any ideas/next steps?

IF you boat in saltwater, the shift shaft or the shift linkage may be stiff with salt and cause the shift interrupter switch to stay engaged.
Remove the cable from the shift lever on the motor and shift the motor by hand. If it is not smooth or easy to do with your fingers, then some repairs are needed.

Made another discovery on Sunday - boat started in gear! I've got an OMC Binnacle Control (installaton manual does not give it a model #; just calls it a Prewired Binnacle Control With or Without Trim) but it is not much help.
Any chance these two issues are related? Any sorces for information on these controls?
