I used a grinder with a wire wheel brush. The grinder is a lot higher speed than a drill. For the tough spots or spots I wanted to smooth out I used a belt sander with 80 grit or 120 grit on it..

I'm still in the process myself. The best thing I found was to use one of these to scrape.

It is one of the best investments I have ever made. This thing literally has saved me several hrs worth of work. Once the scraping is complete, I used acetone with a Scotch Brite pad. Be sure to wear a respirator when working with acetone. One minute you'll think everything is OK, and the next the fumes are kicking your butt! I used a small angle grinder and wire wheel for the corners and otsides of my lids, however mine are aluminum. That wire wheel can reek havoc on fiberglass in an instant.
