If you are changing gelcoat colors on the entire hull, then those quotes are not out of line, I would lean toward the higher end of the quotes, 4 - 5 grand if done in a real competent shop on a typical bass boat in the 19' range.
There is a ton of prep work to be done to re gelcoat a boat, all of it is hand labor costs. Removing all peripheral hardware, engine, repairing scratches, gouges, sanding entire boat.
Spraying gel, then sanding smooth to get the glass like finish that would normally be imparted from the mold.
