Cold motor 1400RPM at Idle is this normal?

Well I did my first sync and carb cleaning today. Seems like the motor is running a little better on the water hose. My question is 1400rpm on a cold motor to high? Is there a fix to this? I let it run on the hose for several minutes with no change.

need it in the water for accurate rpms,it will idle higher due to no back pressure.mine will hit 12-1300 with the cold start on the hose,still hits 1,000 when it's warm.
