I have a 89 Evinrude 150 XP when turn the key starter just spins it does not thrust up to catch the fly wheel. Do I need to replace the starter or just certain parts of the starter?

You can try cleaning the bendix shaft, and putting a light oil on it. Sometimes they get sticky and won't let the bendix ride up into the flywheel.
Had this happen to me on my 87 XP 200. Check your battery. My issue was resolved by using a battery with enough cold cranking amps to turn the starter. If the batter does not have enough amps, the drive does not engage the flywheel. Drove me nuts....but a battery with at least 750 cold cranking amps should do the trick.
