Run a line to your water pressure gauge and use an air compressor to apply some pressure to the line. See if the gauge reads anything. If it does, trace the line to the back of the boat and look for an obstruction. You should also be able to blow from the gauge line to the back of the boat. If you can't, it is plugged somewhere, probably at the pick-up.
Not sure about the tach. I would check the tach and motor for a loose connection. If memory serves me well, I thought the tach connection was under the powerpack cover, or something like that. I had the same problem with mine years ago. I had a loose tach wire connection at the motor.
Most tachs have different pole settings on the back. Are you sure yours is set correctly. The boys on the Evinrude/Johnson board can probably best help you with your tach problems. Post your question over there.

Had a tach problem on my Merc a couple months ago, if a 'rude is anything like mine go to the voltage regulators and find a grey wire connected to one of them, that is your tach. line(on a merc anyway). Then connect the grey wire to the other voltage regulator, if that fixes your tach, then replace both regulators(you may want to get your manual for that motor for the troubleshooting matrix in there since voltage regualtors are about $150 each.
