94 Rude 150 problems

I went fishing with my Cuz yesterday. His boat has a 94 Rude 150 on it.
Once it gets running, it runs pretty good...with just a few issues.

the idle and slow speed is rough.
once it has been running, shut off, and then try to restart it is a BEAR to restart. I always does restart, but you have to really work at it.

It has been looked at by a mechanic twice. He replaced something with the ignition ( my cuz could not remember what it was) and did something with the spark advance ( again...my cuz does not remember)

It runs a little like mine used to before I found out I was sucking air through loose fuel line connections but without the bogging down I was getting at speed.

Ideas?????

just an idea but plugs fuel filter[clean it ] and a good de-carb to start.

When was the last time the carbs have been done?

do not know...he bought it used and I doubt he has done them, but I will ask him

I have a 94 intruder 150 and was haveing same problems last year. It was the electronic ignition pack. $525 later it runs like a champ.
