Pull the prop and check for fishing line that will cut prop shaft seals in seconds. The Green color is the same color of HPF XR that is used in the E-tec lower units. Your dealer should put in a warranty claim for you.

No fishing line present. It will be warranty, I'm just trying to get my ducks in a row if this housing is known to crack. I can't figure out how the L/U oil was getting to the weep hole, I see no evidence around the shift shaft. I guess a pressure test is in order.

Gear oil from the water drain hole can ONLY come from the driveshaft seals or the housing o-ring (most likely). They had a number of "out of spec" orings a couple of years back that didn't leak until they were in service a while. The new o-rings are brown and the factory and your dealer are aware of it.
