Looks like a small piece of copper tubing, probably soldered, then heat shrink tubing added.

Very close... The SS wire is wrapped with 22 gauge copper wire, soldered and shrink tube around. http://www.bassboatcentral.com/smileys/wink.gif Thinner than copper tube that wont fit over either of the looped ends. http://www.bassboatcentral.com/smileys/thumbsup2.gif
The solder actually looks good... Thinking about eliminating the shrink tube. You could shove a tube bait over the head before you tied it on.. http://www.bassboatcentral.com/smileys/wink.gif But I dont want that end of the bait getting bit. http://www.bassboatcentral.com/smileys/roll.gif
Since the SS wires can't be soldered is it the fact that the wire loops stacked side by side what keeps the wires from rotating allowing the spread to change, or is the copper wire around them tight enough to keep the SS wires from turning?
I wrap the wire super tight, and the solder weeps into the cracks stopping the wire from twisting.. I only use 2 wires bent in 1/2...
Thats cool I didn't think about using just two wires. Also where they are next to each other at the line tie would also help them or prevent them from turning. Thank for sharing so that we can all build our own instead of paying $25 - $30 dollars for them.
You could also revome the bill and hooks from a cheap crankait, drill a hole all the way through the entire length of it big enough to slip the rig in from the rear of the crankbait then epoxy in place. This would give it a fancy head on it like the store bought units.
I personally dont want any attraction to the head as it has no hooks. http://www.bassboatcentral.com/smileys/smile.gif I dont like blade hits on spinnerbaits. Smallies do that alot here, especially at night and you miss all the fish that bite where there is no hook. http://www.bassboatcentral.com/smileys/Laugh.gif
