I've got an idea in my head of a soft plastic craw I would like to make a mold for and pour with soft plastic. What material would I use for making a master of the craw, to use for making a mold out of reisen? Molding clay baked and hardened?

you could make it out of just about anything i would imagine.... wood, foam, clay.
the other option is to create it in auto-cad and have someone mill an aluminum mold for you... this would ensure that the bait is symmetrical and equally proportionate.
Try candle wax. It is cheap and unlike other materials, you can make the master with undercuts. One of the draw backs of one sided molds and a hard master is you can't make any under cuts. With wax you can. Especially with resin as the mold material. The resin will melt the wax when it cures. It will also leave a VERY smooth finish in the mold. Hope that helps.
