Use fluorocarbon line. It's more dense than mono, so it sinks better and will help keep the bait down. Also crank slower. I had the same trouble with the new BBZ-1 shad, and got this advice in another forum. It helped!

go with the smallest diameter line you can get away with depending on the cover

the advise is good,, but dont be scared to run shallow also. We pull it quick here ,, bait is only 6" to a foot down.
