what hp outboard you running what boat
is everything as high as it can be? brackets and poles? i had to go down one pitch when I installed talons on a boat. some venting might help if you add pvs holes to prop also. try posting in the prop area above
you should not experience any planing issues when adding shallow water anchors to a 250 hp boat. Should notice zero difference. Who mounted them ? Does sound like there way too low and dragging when getting on plane unless someone didnt use the 6" rise brackets required on a skeeter and possibly put the 4" rise on.
you may lose a couple mph top end but if you having issues getting on plane, unfortunately i think you have other issues.

I went from a single Talon to dual raptors and did not lose any performance on either end, might even be better out of the hole. This is on a chunky Ranger with a 150HO.
I just put two 10’ Raptors on my Phoenix no major changes for me the boat comes out of the hole the same and as far as I can tell everything should be about the same on the top end.I didn’t run it that fast last time I was out I was on a small lake but I don’t notice anything negative.
Shouldn’t have a problem getting on pad. Hell…I have left mine down before and got my boat on pad dragging the poles though the water.
you may have some underlying issues with the “setup” that need to be addressed and the poles are acerbating the issue.
